After 22 years as Director of Technical Services (DTS) and Chief Information Officer (CIO), Dr. Jack Belcher will assume his new role as Chief Innovation Officer within Arlington County Government.

In this new role, he will provide senior county leaders with key insights on their innovation initiatives, help guide their digital strategies, and continue to build relationships with the technology community, education, and commercial partners.

Dr. Belcher has impacted the county’s information technology (IT) service transformation over the last several decades. His insights are invaluable in considering the future of Arlington County government.

Dr. Belcher also provided leadership during the September 11, 2001 attack on the Pentagon, establishing direct technical support for the county’s first responders and Emergency Operations Center (EOC). He has also been instrumental in responding to the COVID-19 pandemic, leading the transition to a fully virtual environment so that residents, businesses and employees can continue to access critical government services.

Norron Lee has been named the incoming Director and Chief Information Officer (CIO) of Arlington County’s Department of Technical Services (DTS).

In this new leadership role, I will oversee the county’s information technology (IT) services and IT operations team to ensure a safe and secure online environment. His portfolio includes county telecommunications, data he oversees all aspects of privacy, cybersecurity, web services and keeping up with emerging technologies.

Lee first joined Arlington County in April 2022 as Deputy Chief Information Officer. Prior to Arlington County, he was the first Chief Data Officer and Deputy CIO of the Naval Criminal Investigative Service (NCIS). In these roles, he led efforts to transform his NCIS into a data-centric organization and advocated adoption of comprehensive data and process management solutions. His early roles at NCIS included Assistant Director of Business His Operations, Deputy Assistant Director of IT Operations, and His Chief of Cyber ​​Integration and Functionality Division.

Mr. Lee began his career in the United States Marine Corps, retiring after 20 years of dedicated service and thriving in a high-pressure, fast-paced environment. He also enjoys sports, hiking and weightlifting and is a proud father of his three children who live in Massachusetts.
